Every web site on the internet needs a domain name or website address – sometimes called a URL. So the first step is to visit the web site of a domain name registrant, where you can type in your chosen name and see if it is available. If it is, the registrant will register the name to you, inform the world and the various registration bodies. That name is then yours for a fixed period, following which you can renew ownership on payment of a further fee. You should beware of registering your name via your web host, because you might find (too late) the name is registered to them rather than you, which means if you change web hosts you lose your web site name. To remain in control, it is always wise to keep domain name suppliers and your web host completely separate.
